Would you even need a logic circuit for that? I feel like you could rig something up pretty easily with some FETs or thyristors. Programming an FPGA would probably be the easiest and lowest cost though.
Electronic is just her hobby, so its just another book she read for furthering her knowledge on her hobby not related to building a buzzer system. I dont know in depth about electronics but is the book got to do with building a buzzer where they need it to compensate the cable distance and whatnot? Seeing the buzzer probably need to be equal for all. It might be micro/nanoseconds difference but some ass in the quiz bowl might be complaining.
Great episode, the calculator scene was nice. I hope the author keep on expanding these little nuances of quiz bowl even if its borderline autism or ocd.

Admittedly I posted that before getting to the scene in question so I assumed she was looking at building a buzzer system. My mistake.
Cable distance really shouldn't matter and those kinds of distances. I can't see some sort of binary circuit being any faster than just some simple triggering circuit with some discrete components and silicon devices. Hell, you could even just do it with a 5V pullup circuit on each buzzer connected to digital IO pints on any microcontroller and have it trigger on the edge. With a 20MHz controller you could theoretically catch a 50ns difference. Should be plenty fast, and stupid easy to build. I can't imagine what a retail buzzer setup would have that would cost $1000.
Must be the build quality needing the most money, seeing they are probably abused by crazy "punch" contestants and by probably having the whole set interchangeable, at least the cosmetic part.

Well it's a niche competition/activity, that alone ensures any equipment needed will be expensive. The quality has to be extremely similar among the parts to comply regulations and stuff like that.
But it's anime, they might end up building their own stuff just fine.
