How the fuck do animators draw dynamic poses like this, do they just photograph everything and reference it? What's the secret?
Have you ever practiced drawing?
if you master basic human anatomy and basic of perspective, you can cook up many fascinating poses and shit from your head.
Then there's the good ol' artist mannequins, and a lot of animation can be also first rendered in low detail in 3D, on top of which finer details are drawn.

When you aren't allowed any food until you make the drawing your boss wants, you get good at it fast.

Yes, but drawing mannequins only serve as a model for reference, like a brainstorm on how you'd like something to look. To really understand pose and musculature, as well as how clothing and lighting sits on top of all that, takes a lot of observation, study, and practice.

I remember this scene. This took place before Re: Creators turned to shit. I had such high hopes for this show and then episode 4 happened.

If you're trying to paint something high quality that you really care about, sure.
Basic one-tone shading in anime is hardly rocket science though.

Some animators are just that good.
