The take I get on the " friends and lovers" thing is that this is, in fact a bonafide relationship now.... It's a sort of temporary period of sorts (as Megumin means it) to see where things go. This is done for two reasons-
1: Both of them are shy and awkward as fuck. This is their first rodeo and neither have relationship experience. It's meant to be more adorable and innocent then infuriating to the readers.

2: Keeping it on the low- Megumin clearly fears damage to the party (mostly from Darkness) if their being together is found out at this point. This frankly confuses me as that ship seems to have already sailed in the v11 epilogue with Darkness hearing about it from Yuiyui reading Komekko's journal.
