No it doesn't, it merely provides a style. Take Seiji Kishi's work for example. It usually has crisp, clean artwork that faithfully adapts the original style (AssClass for example) but the actual way the scenes function is as bland as can be. It needs to have the right timing, pauses in the dialogue, etc. which the series composition guy does separate from the visual director.

If you are unfamiliar with what 'storyboard' means in the context of anime production, then read up on it. But the retard(s) who invented these threads weren't using the visual direction term in direct reference to the production pipeline, only to categorize and divide the final product.
