Was the Land of Waves with Haku and Zabuza the best story arc of both Naruto and Naruto Shippuden? Badass and sympathetic villains, Sasuke awakens the Sharingan, Naruto goes 9-tails for the first time, Kakashi shows chidori, and there's a lot of earned emotional and physical stakes. Can any other arc compete?

Chuunin exams arc was great. It had some great fights and character building.
