His ability is called Bungee Gum, and it is the power to make his Nen (spirit energy) have the properties of both rubber and gum, that is, sticky and stretchy. He says this fairly often. Now, in one of the most recent chapters (and by recent I mean, it happened a year ago but there's also been a year long hiatus since then) where the clown was in a death match with someone he's been trying to kill since the 90's, he fucking loses! He gets stomped and styled on so bad he dies. But guess what? Rubber and fucking gum, he uses this ability to knead his heart and lungs post mortem and bring himself back to life. And he does so by evoking a contract with his Nen (which is an established mechanic of Nen in the series), and his evocation was translated as so: "O' my rubber Nen"

This single handedly took a long running joke to an extreme no one thought possible, I mean talk about meme magic, and completely subverted all expectations for how Hisoka's character arc would develop, as well as other more extreme consequences to the plot like killing off 2 members of the main group of antagonists. The meme has been a little forced in recent times but it's worth understanding just how far back this shit goes, and just pivotal this single phrase will be in the plot of HxH

But this arc is very significant to the overall plot, since Phantom Troupe will work with one of the Princes in disguise, kill Kurapika and Leorio gets mad and seeks revenge. He then teams up with Hisoka because of their similar goals to eliminate the Troupe in DC on the condition that Hisoka battles Chrollo (Leorio sees this as a golden opportunity). Meanwhile (before they enter DC) Nobunaga is searching for potential Troupe members and decides to visit Gon. He sees the condition Gon is in and decides to train him but on one condition: join the troupe. Gon is no longer the innocent child he was at the start, so he agrees to follow his father's advice of enjoying adventures with the people they meet on the way. Nobunaga explains that Hisoka killed two members of the Troupe and that he was sent to look for potential members. Gon decides to ask Killua to join. When they meet, Nobunaga explains to Killua about the DC and Killua say that he heard from his father when he explained to him about the adventurous of Zzigg and the thought that Nanika might have originated from DC. So he decides to join the Troupe to DC and Alluka tags along.

So, can one, when they get stronger, remove precedent nen restrictions they made? Chrollo removed some of the limits of his book.

He also commented he had to add some to compensate. Though it does still seem to suit the idea that they can be removed and changed, under normal conditions. However I don't think that there is a reason for Pika to change the restriction on his chain even after all the spiders are dead because it's more of an equalizer than a particularly useful ability.

Like say Pika puts 500 points of aura into forcing someone into Zetsu, I can only image at best(with both him and his target being equally talented) he can stop that person from releasing 500 points of aura, and I would seriously doubt such an even effect. His restriction works as a multiplier though so the 500 points he puts in could instead reduce someone else's output by 5,000 or more. So instead say Pika removes the restriction but puts in 5,000 points, but if he's doing it against someone who can only put out 500 he's wasting his effort and doing so against someone significantly weaker than him that he doesn't need to force into zetsu to be able to defeat. Besides that case, at best his power only works on someone roughly in his own range of ability if it works perfectly evenly, at this point he's only reducing his opponent and himself by an even amount, which will not sway the fight in either direction.

There is however the issue of the nature of his restriction, it's specific to the ability, and is an absolute of never using it on people other than spiders. So it could be that ever changing this counts as violating the nature of the restriction, and even if he has removed the chain from his heart he could still suffer backlash. He would be better off instead developing an entirely new ability and forgetting about chain jail entirely.
