I think it's okay given the direction the show took. It didn't pander to the most popular clusters and gave little screen time to the most popular characters. Basically a single cluster is responsible for a large part of their sales, if not most. Their ED songs however focused on different characters and sold really well.
Also Tourabu isn't as big as kancolle. Last comiket numbers had about half as many circles as Kancolle.
