Not quite. Even guns not being used by default by all heroes in this universe is justified, IMO. If the setting focuses on military (whose objective is killing the opposition), someone with quirk not using a gun would raise question.
We need to consider several things:

First, in-universe, heroes' role are a mishmash between first responders like police, fireman, and paramedic. If they go against a villain (aka criminal with quirks, really), their objective is quickly surpessing them not killing them.

Second, now that heroes' role in-universe are established, now we draw parallel to reality. In reality, guns is a last resort tool and a surefire kek way to stop someone. Police train a lot to use their guns but even then, they don't shoot their guns willy-nilly. They can only shoot someone when some requirements are fulfilled (namely, the criminal is threatening the police's of civvie's life) and every shot will be accounted for.
And they do shoot to kill, not to disable (with the whole gun training objective of shoot at center-mass aka torso)

Third, now that we establish that if every heroes are to use guns, it will be restricted, situational, and needs a ton of training, we consider the existence of quirks.
Now, quirks are varied and as the manga has established, it's impossible to know what a villain's quirk is until they use it.
The guns, situational and restricted as they are, are supposed to be a last resort tool that will surely stop someone. The existence of quirks throw this out of the window since it's now not guaranteed to stop someone

So now
-Using gun needs a ton of training
-Gun usage is highly regulated
-Their usage is restricted and situational
-It is not guaranteed to stop a villain (quirky criminal)
Why would any hero bring a gun unless their quirk affects the gun somehow?

Since you're projecting, I may as well frame my own opinion through my experience as well. I spent a long time mired in a rut myself, I got bullied until high school (Where I was segregated into advanced classes, I just barely made it.). I was shocked and thrown off with how friendly and driven everyone else was, and a spent a lot of time bitter and jealous of everyone else for being hard-working, kind people while I turned out to be an asshole who just barely coasted because of a higher than normal intelligence.

It took me a long time to get over that shit, and one of the reasons I like Hero Academia so much is that it's a portrait of the kind of shit I was surrounded by that eventually turned my life around in a big way. I never stopped being a lazy faggot that just coasted on B- grades without studying throughout college, but I know for sure the only reason I went to college at all is because my classmates showed me that living as a self-pitying fuck wouldn't get me anywhere, and that I could have a shot at being happy if I just got over myself. Deku shows us the appropriate attitude we should have towards life's challenges.

Seeing how are they training reminds me of the time when i started reading BnHA, it was awesome that everyone had suck different quirks, so versatile, but how we are now the power levels just made a fucking huge gap between the strongest and the others, they seem kind of useless having Deku and Todo, i mean characters like Sadrock, Shouji, Mineta (before the hate), Jirou, Sero and even Uraraka and most of class B would be useful in the early times of the manga against characters with quirks based on versatility rather than in raw power, but now it seems that they are plain useless because they just can't engage against raw power like the noumus and the bullets for example.

I still don't understand the world. How do things operate on the state level? They've got 'heroes' being street/beat cops, a few as special use SWAT tier, so what's going on in the military? You can't expect me to believe there's no militarization of quirks, that there's no state level spying or resource competition.

The general premise of teaching kids to use their magic at a young age is great but it's just lacking that larger picture. They already oppress people for using magic 'in public', even when it's trying to help people. If you're magic is great utility for personal mobility you should be able to spam it in public if it's not destructive or otherwise detrimental or disruptive to those around.

The world building needs work. Some of the laws and rules surrounding magic use seem flawed, as does the glorification of some individuals, Stain and Hands guy have a point.

As long as he continues to work out he will adapt to the power (like why doesn't explosion kid blow his own hands off or burn himself, same goes for many quirks. Depending on where you live they are (mostly the taser and pepper spray are regulated, guns do require a bit longer license). What I was getting at is that as heroes are basically cops they should carry a kit like a cop does. Their powers are incredibly situational much of the time and the should be geared to deal with crime in the same manner as a cop is currently. There's already the implication that pro-heroes doing the patrol cop type jobs do have some level of training, so an additional week or so at the firing range for certification every year doesn't seem at all like a big deal, they've got to have gone through weeks or months of training prior to that just to be allowed to be fake cops. It could just be that since it's LolJapan, pro heroes are just too civvie to be allowed guns, they're a good additional layer of deterrent.
