I just finished the episode, I think she is just filling out Kei's time with stuff to make him feel his objective is coming to an end and ultimately to let the "remove all ability" guy to succeed. Better this than having to be kicked out of the town by Kei and never get to see him again. We romcom open ending now.

Also, nice episode. The tasks from Soma are probably just to rattle the bureau guys since she wasnt found lying and still get to get Haruki and Kei around the accident scene.

I feel sorry for Soma. Kei is a faggot for not choosing her. Not that I particularly dislike Haruki, but Soma is still superior to her in every possible way. It doesn't help that Kei is constantly reminding Soma that he has chosen Haruki.

Haruki and Soma are either somehow the same person, or Haruki is Soma's creation, a soulless doll conjured up with Majou #2's time fuckery superpowers.
