So how come mangas/anime became less bloody as time went on?
Did Japan get strict on it or was it to appeal to Western countries like the U.S.?

There was a backlash against graphic violence on television in the late 90s and early 2000s. That along with a decrease in direct-to-video productions led to the decline of MANime.

. . .By the time an anime was shown on TV in foreign countries they were broadcasting the dvd or in this case VHS version which was always uncensored. Modern fansubs on the other hand generally rip the Japanese broadcast version and this gives the impression that there's more censorship. Because the release time difference between Japan and the rest of the world has closed.
OVA/home video era was a different time.

So anime like Saint Seiya or Dragon Ball were censored in during their broadcast run?
How does this explain that some manga is not bloody anymore?

It doesn't, those are two different industries. I only explained anime, the manga is a different issue altogether.
Usually youre only making money off of young children with types of anime these days, so it best to just not include it all together.
also the laws for this stuff on television was a lot more lax because frankly nobody made their stuff bloody and gory.
Its pretty easy to mark when it started becoming and issue if you watch dragonaball z
