He is from the Commonwealth. He wants to make the deal with the Kingdom in order to be with his family. Therefore his wife is in the Kingdom. Also the additional notes in part 5 say he owns several coal mines in Cornwall, but he only used the Cornish term for a mine Bal; they don't necessarily have to be in Cornwall.

The chart you posted has the typo "Has has thus..." in the Belligerents - Kingdom of Albion section 2nd paragraph, but a newer one fixed it already. It still needs changes to the Cornwall stuff though. Also part 3 in the 3rd paragraph "multiple soliders" is a typo. That might be all.

Beatrice's hair is wet in both the shot where Ange is pressing her thick steel rod against her face, and in the shot where they're kneeling down together, so presumably they happen close to one another. I guess either the left picture is first, in which case Ange realizes someone's following her and pulls her gun before seeing who it is and giving her the "just follow me and don't make any noise" treatment, or the right picture is first in which case Beatrice came from the start and gets the gun waved in her face when she works up the courage to threaten Ange not to hurt Princess or does something else stupid that could compromise the mission.

If they're not hidden-in-plain-sight counter spies (which would honestly be pretty dumb, but we know who's writing this), I could see them being like Chris's classmates in Symphogear, and Dorothy actually genuinely likes having some friends even if she's awkward at admitting it.

If they become relevant, it might be either that Dorothy has to kill them as witnesses to keep a secret safe, giving her some spies-must-live-in-shadows bullshit to angst about while not actually doing anything to an important character, or else she *should* kill them to keep a secret safe but can't bring herself to, in order to show character development or whatever.
