I think the fact that the Steins Gate worldline is supposedly "located between two attractor fields (Alpha where Kurisu dies and Beta where Mayuri dies)" puts Okabe as close as possible to all the possibilities without actually being in them, plus Suzuha explains the existence of an "R" world line, the only OTHER one where neither Mayushi nor Kurisu dies, but minusculy different from S;G, which is why he has trouble coming back. So the entire plot of the movie is for Kurisu to give him a strong memory that could only exist in the S'G worldline so he can stop flicking in and out of existence and have an anchor.

Well, I may be wrong, but that's how I understood the mechanics
