He wanted to live, and for Dio that means being a huge dick to everyone and killing all your enemies. The first thing he did as a vampire was go on a murder spree. I mean I doubt the whole vampire thing helped his situation. He was granted superior abilities to everyone around him, he was already set on stealing the Joestar fortune. After that he probably would have spent his life fucking people over to get ahead.

Wasn't it weird how Joseph could defeat True Kars, which was the perfect lifeform and pretty much the strong enemy in Jojo yet (outside of conceptual Stand powers like GER) but he could barely do anything against DIO. His best shot was trying to bait Dio into punching a Hamon-infused Hermit Purple, a rather lame plan compared to the contrived physics shit he used to pull in Part 2

It's called "not being the protagonist". Joseph fell for dumb shit the entirety of Part III (just read the Marahiah fight again), whereas if they played him as he was in Part II (outsmarting ubermensch from an ancestral race) he would be nigh-unstoppable

Even his stand, which is purportedly "weak", would compliment him perfectly. Prescience is the perfect trait for a trickster. Araki really didn't do much with part III Joseph

Not at that point, he was said to have health and typical old age memory issues in part 4, 10 years after part 3, and then got better after part 4 ended, only to go even worse by the time part 6 takes place.

Although, it can still come up if we think about his mother, Diego ended screwed up cause of his mother's death, maybe it played a bigger role in Dio's case as well.
