They knew this dub wasn't going to get serious attention or airtime at the time it was released, so they decided they'd have fun with it e.g. They found the little brother's dialogue to be difficult to understand, especially with all his crying, so they made it almost all incomprehensible babbling in the dub.

And it worked, didn't it? If they hadn't, we sure as shit wouldn't be talking about this otherwise no-name show.
