The straps need to be able to move around freely to work properly. If they're pinned in place under the panties they'll pull the stockings or belt out of position, and might even pull the girl's panties off or damage them. It's not as big of a deal with a modern garter belt, but remember that back when they were worn as practical clothing there were no modern elastics or stretch materials (which is why garters exist in the first place, since stockings couldn't hold themselves up), so things had to fit just right and weren't forgiving, and restricting the straps could even make it hard to move around.

Traditional garter belts also weren't the stringy things you see in anime and modern lingerie stores, either. They were much more substantial and worked more like corsets (sometimes the straps were actually attached to functional corsets, too) or little skirts that would only make sense when worn over underwear.
