That's because the host that's sent against him at first is a bunch of chumps. Nezha and his father are the only ones among them who are remotely famous/worth a damn. It's rather telling that the being who puts Wukong to flight (right before he gets a mountain range dropped on him) once the Celestial Army gets reinforced is Erlang, who is hardly a major or important deity.

In terms of powerlevel in the setting, Wukong is basically a mid-rank combatant. He is far above any mortal, can crush most demons/monsters of terrestrial origin, and is decisively stronger than the Dragon Kings of the Four Oceans + most random Celestial Attendants. He is nothing compared to truly powerful beings like Buddha, Laozi, or the Jade Emperor, and second-rank gods like Guanyin are also far above him on the food chain.

The Dracula Vlad was the unstoppable one because his Fame bonus is the most absurd one among any servants known, normal Vlad is not, hell it was said he would be just an average servant if not for his Territory bonus, which was the reason he cannot fight karna evenly inside the Hanging Gardens since it's outside his territory.
