It will desync because of the different cuts done in the dub version, slightly altered framerate, and the censored bits.

Hard for me to say with certainty, since I lack that perspective, but I think so. It's a parody of games, but it doesn't constrain itself to being just that and much of the humour stands on its own. The explicitly gamy elements also reduce in number as the story progresses (I think the protagonists make it to level 3 or so before the story completely forgets about levels).
One thing you could try to see if it's for you, since the earlier episodes will be more gamy, is watch the movie, which is only slightly more than half an hour long. It's a standalone story, but it was made at a point where more was expected of it than say, pointing out the absurdity of storing small change in a giant chest.

The animators just draw as usual and then the compositors apply some filter on it. It's the same amount of work for the animators and the extra work for the compositors is probably negligible (but maybe finding just the right balance between pixel size and image fidelity is surprisingly time consuming?)

In that case, probably less, since once the sprites are done, you can reuse them much more than you can with frames of animation. For the more elaborate still images, maybe about the same? It would be more work than doing the equivalent at high resolution, but if you were to actually draw it at a high resolution, more detail is needed, so that more or less cancels it out.
