Gohan going to save Piccolo was well aware of his own power while Gohan watching the Cell Jrs beating on his father and friends was freaking out because he had no idea how to access the SSJ2 state.

Gohan isn't that amazing if you think about it. Goku was a stupid monkey untrained (physically) on a planet at gravity 1/10 until 14 year old. If he ever had a real training like gohan he would be very strong too.
