Id love a statistic on rating by age group. I get the feeling the feeling that 15-19 year olds probably rated Tsuki ga Kirei average, while 25-34 years olds cal it unprecedented masterpiece. I think that to have moe characters they need to believable, they won't trigger moe feelings effectively from the viewers if they can't create the illusion of real people in some way. Sex appeal is welcome but not necessary. They also have to be imperfect to make the viewer think he can bring something to them and want to be close to them, but not completely pathetic. I think a lot of characters that are supposedly moe fail at that and can only trigger lust, admiration, envy or pity.
I think it can be hard to find moe characters, you often have to look for kids shows or some rare well-written romance. Because an anime that actively tries to have its characters seduce the viewers will kill most chance of making actual moe characters, that includes most harems, CGDCT and other shows considered 'moe'.
One of the best moe characters of these last years is Kaban from Kemono Friends, because while being admirable in many ways she is also a frail little girl in a dangerous environment who needs her friends to survive the ordeals she faces, and I bet few viewers over 25 wouldn't think of her as some kind of ideal daughter.

You can pretend the characters in Tsuki ga Kirei are one-dimensional all you want, but the main characters at least are actually fairly complex even if ordinary and do a really good job at being objects of moe. They are relatable to a lot of people, their respective crush are believable and not forced by the plot, they act like middle-schoolers and not like porn-game characters, they have strenght and weaknesses, good sides and bad sides. I want to cheer for them because the different events seem like they have an impact on their lives and aren't just devices to trigger an erotic scene or make a joke. The happy end isn't granted from the start and some characters can suffer because the writers don't have to satisfy every fan in order to sell keychains and dakimakura.

Event tickets mean that there will be an event that almost invariably gets on the internet thanks to assholes. Events that exist for more reasons than to boost up initial sales but don't take my word for it, get an oricon account and track any popular show in the past 4 years that had events.

And why would I argue against the definition he linked since it doesn't conflict with my own? If anything mine may be more narrow but I think it's expected from anyone who is interested in anime to have his own more or less personnal definition, since moe is a feeling and like any other feeling it's something very subjective that you can't explain in a few words. There's a reason the link anon posted gives multiple, mostly converging definitions and not a single absolute one.
I wasn't even arguing over the definition of moe, but over which character was the most moe, or in other words, which character was the most susceptible of creating moe feelings. So I merely wrote down what I think is needed to make moe characters and argued why Tsuki ga Kirei characters are better in that sense.
