The Japanese market works differently on account of it being strictly illegal to download and not just upload pirated media. What they do is go to a video rental store (these still exist in Japan!) and rip the content of the BD to their computers. The discs are priced high because the target market was, originally, the video stores themselves rather than consumers, like how it was overseas until home video became a thing in the 1990s
