Series was already very repetitive with its format, but was somewhat fine because it at least left readers looking forward to what was going to happen regarding Takagi and Nishikata relationship, ''is he going to confess?'' ''maybe she's going to tease him with another boy'' ''they will end up together in the end?'', nope, now it's all over. Now everything that's left is basically the same stuff happening every chapter with everyone already knowing how it's going to end.
Never read this saliva manga you are talking about, but I bet that even if they didn't kiss, the manga at least created expectations on the reader about their relationship, the reader at several points must have thought that they could kiss or that they would confess to each other. Knowing exactly what's gonna happen kills any story.
Other than Tomo, what other popular manga in the same vein as this and Poputepipikku aren't animated yet? I don't think Goblin Slayer counts.

-It could be used a form of teasing, both to Nishikata and to us readers.
-It could be used as a way to make Nishikita jealous, finally realizing he loves her and forcing him to actually do something
-It could be used to spice the story up, as it's very repetitive now.

There's tension on their end, but as the readers there's no tension with us. We know she likes him, we know he's hiding it but that he likes her, we know they're getting together, and we know that nothing will come between them.

The best thing about the series is that you can basically finish the whole chapter in minutes and completely understand the details behind it(looking at you Dagashi Kashi). It's just that simple.
