Are the summoning rules in Apo different than in Fate? Since Saber isn't actually dead, her coming to terms with her life actually carries beyond the grail war. If Mordred was just normally summoned from the Throne, she won't remember anything.

Whatever extreme power levels there are in FGO and ignoring Gil's jobbing record, he is supposed to be. If he just whips out Ea, he wins 99/100 fights.
But, fights between Servants are supposed to depend on many factors: masters, class, mana availability, location, noble phantasms available, how famous they were.
For example, Saber would lose against Lancer's Gae Bolg if Kerry was her master because of shit luck, even though she's stronger than with Shirou as her master. She would also be in great trouble against the likes of Saint George and Sigfried (or is it Sigmund?) because of her draconic bits. She depends way too much on mana, so that's also a problem.
If the war was in England, Saber would be stronger and could even have access to more noble phantasms. Since Gil was king of pretty much everything, he's always at the top of his game.
