A high school drama is a drama centered around the difficulties of high school and relationships within. Haruhi doesn't have that, K-On! has no drama, Tamako isn't even set in high school. Clannad is the only Keyshit set in high school but it has a much heavier focus on supernatural and tragedy, not high school shit.

Like I said, only Eupho really fits that bill, and honestly you could argue its more of a sports drama than a high school drama. I think Free is the same way, but I haven't watched it.
