No, it's not. The manga goes on about bonds and friendship and says a true duelist's deck will always support them. The anime version of the final duel says that the Millennium Puzzle influences Yugi's draws so he'll always draw what he needs and near the end of the duel Atem starts calling his draws. Nah the anime has worse stuff than those cards like mirror force or magic cylinder. The most OP card in Yu-gi-oh is probably the anime version of sabatiel - the philosophers stone, which can become ANY card in your deck or graveyard for half your half points, and then returns to the hand until it returns to the hand for the 3rd time, at which point it multiplies the attack of one monster by the number of monsters the enemy controls.
