I think Index III will get announce in Oct for a number of reasons.

1: There seems like there will be lot of Raildex stuff happening from Sept-Oct.

New Raildex Illust from
Dengeki at the end of Sept (Just a week before the Fall Fest).

Railgun goes into a new arc in Sept (again a week just before the Fall Fest)

NT19 and maybe Railgun SS3 should be out by Oct (Again just a week after the Fall Fest

We also have to note that this upcoming Fall fest is Dengeki 25th Anniversary, which means they are going to announce a big project.

announceing Index III in Oct would be perfect to build up sales for both NT19 and the new game.

Now this is Dengeki we are talking about, so I won't put it pass them trolling the fans one last time and then dropping the Index III bomb in Mrach for their BIG FINAL 25TH Announcement. By then the new game should be out or is about to come out and NT20 should be comeing out around that time. So it could go ether way.
