What I feel like Misaka's behavior in Hawaii is her just overcompensating with her feelings. Like she lost Touma, and then she gets to be with him in his adventures again after putting her foot down. Getting her wish, she ignores the greater conflict and focuses her attention on trying to get Touma to notice her believing that nothing can touch her with her powers. Only after Touma realizes that Birdway used them and gets pissed about it in front of her did she realize she stepped on something way bigger than she anticipated and she is once again left by Touma.

Rest of the Othinus Arc is trying to catch up to Touma, and only after Touma fucking challenged High Priest as he road a fucking comet how insignificant she was no matter how much she tried and how much Touma values her in spite of this.
