Take a look at the first one. She's clearly not acting like the real Tomoko here, but an idealized Tomoko who can actually remember her name and cares about her feelings. She's probably pissy because Tomoko doesn't give a fuck about her. On that page, she's intentionally bringing up a time when Tomoko stopped talking to her when she was in the middle of a sentence.
She's one-half pissed at Tomoko and one-half wants to stop being ignored. That scene where she was in the dark was both. She was openly inviting Tomoko to talk to her, but also mad because of the incident at lunch.

What's funny is seeing usually timid and quiet tomoko let out a volley of insults like that. Even if the readers know she usually thinks in those terms i think it would still be surprising for yuri.
Yuri's a bit of an outcast who only really has Lesbian and Tomoko. Fang sees her as an easy bully target and keeps trying to pull Lesbian into her circle of friends so she'd be isolated. Yuri fucking hates Fang, but she's smart enough not to retaliate.

It's not a character assassination. It's more a look at two characters taking different routes through life. Both had neet tastes and aspirations although Tomoko's fantasies about becoming popular typically revolve around being sexually appealing but we don't really see what nemo thinks so it's hard to gauge. It's kind of a critique on society since even when she fantasizes about being smart to get popular, her fantasy self-image is large breasted with a short skirt.
Anyway, Tomoko has traversed the phase where she's realised that the things she used to worry about are trivial and meaningless to the point where her fantasy of going back and repeating it to be popular would tire her out and she's happy being a loner. She gets headpatted and doesn't freak out or think anything of it beyond her old self would have went crazy over it.
Nemo, however, is a social conformist denying her own ambition, interests and betraying her friends so she can be "popular".
That's what the series is ultimately critiquing though. Tomoko has friends. Nemo does not. Tomoko is content with herlsef. Nemo is not. Who really is the biggest loser here?

It was obvious that she was a quiet girl with no presence, a loner and friendless. Nemo changed herself after her entrance exam. She has a group of friends and actively pursuing her dream. Meanwhile Tomoko dream of becoming a NEET while getting her bro to support her financially. She barely got out of her pariah status even with the constant help and handholding from Yuu, Imae and Yuri. Nemo also has the superior taste in anime.
But she didn't change. She fantasized about many things, NEET simply being one of them. She's an average or slightly above average achiever, she's athletic and she has days where she's cute. The people who interact with her accept her for who she is. She isn't the centre of attention and she realised herself that she doesn't actually want that.
This attitude isn't actually different to how she originally was. She called the girls who went to karaoke sluts and bimbos at the beginning, now she doesn't care. In a way she's retained her true identity and isn't any worse off for it as she has decent relations with people while Nemo has shallow relations.
I always tell my best friend to his face how much I hate his hipster taste on movies and books, and he always tells me how I should stop wasting my time with those shitty japanese cartoons.
That doesn't mean we hate each other or that we're bad people. Quite the opposite: we're so close we criticize each other without hiding anything.

That's why I don't see anything wrong with Nemoto's hostile approach. What's the point of having a friend if you can't talk your mind freely in front of him/her?
She hasn't done it with another character, and that's to be expected for the same reason: she isn't close to any of those kids.
She can't talk freely with them like she does with Tomoko.
The entire point of the chapter is examining their relationship after Tomoko found out she likes anime. Nemoto says she hates the anime Tomoko likes, then immediately makes it clear she didn't mean anything with a "it's too bad we don't have anything in common". Tomoko, being the spiteful type, still takes offense to it and decides to outrun her as payback. Nemoto, being in a sports club, takes it as a challenge and the two of them end up in a full-on race. At the end of the race, Tomoko is pissy because she wanted to win without effort, while Nemoto is surprised that she pushed herself so hard trying to keep up.
Then Nemo realizes that even though they don't share taste in anime, they do have something in common: they both really hate that damn teacher.
The whole chapter takes on a different tone when Tomoko has a reason to be offended over Nemoto calling an anime she likes garbage.

Back in the early chapters, Tomoko would put her hair up in twintails whenever she tried to disguise herself as a social girl. Nemu sports a variation of the hairstyle, made more apparent by her middle school look. It's symbolic that Nemu is what would happen if Tomoko was actually successful in becoming a normalfag at the beginning of the series.
Nemu was initially nice to Tomoko because she had empathy for the pathetic girl. That time they ate lunch together, Nemu came to a horrifying realization. Tomoko was an awkward girl claiming to want to be voice actress and all of the friends Nemu worked so hard to conceal her powerlevel around instantly took to liking her. Not only that, but Tomoko gave zero shits about whether or not Nemu's friend circle liked her, instead deciding to stick to her own people. Nemu realized that she wasn't what would happen if Tomoko had been successful in her attempts to become a normalfag, Tomoko is what would have happened if Nemu had been herself.
Nemu considers Tomoko a friend, but deep down she's offended by her existence. Tomoko is living proof that Nemu's life is wrong. It's understandable that she's bully Tomoko when she can.
To those who say this isn't passive aggressive, yes it's true she doesn't call them garbage, but the fact that she literally says she "hates" those shows indicates that she's intentionally trying to start shit. In Japanese you don't tell someone you "hate" what they like unless you are 5 years-old or trying to make a really strong statement about their tastes. Usually you don't say anything at all or come up with a softer phrasing.
Beyond that, the text is in fucking bold, which is a common way of indicating that there is a certain type of emphasis indicating meaning beyond just her literal words.
