In your defense, I liked her as Noel(Sora no Woto)so she might not be terrible for Kino. But most characters she play are literally the opposite of Kino's character.

They do actually. That's the model Japan has. The author has final say on absolutely everything, it's actually kinda weird how much power they give to him. Most authors though are too busy to be very involved in adaptations and delegate that responsibility to their publisher who sends somebody with maybe a list of requirements from him if even that much. But the author could, if he wanted, sit in on every single staff meeting and veto or approve everything they do. He just doesn't have the time for it.
