Supposedly it's a new story meaning that it's not based on any of the arcs including the SS one. Kubo is going to draw a one-shot for the film and will introduce a new villain in said one shot and that's going to be the story featured in the film.

It's like Kubo is finally getting a shot to have his ideas used for a film. The last animated film of Bleach had an entire outline done by Kubo, but the studio cut out a shit ton of his ideas.
