I mean, by the time they're introduced in OT15, Rakko is already dead (off-screen), Youbo has one scene where he kills a guy, and then also dies off-screen (and Mugino takes his 'goggles' as a souvenier. Chimitsu barely counts as a SCHOOL member, Kakine gets rekt by Accel, Measure Heart fucks off to god knows where and hasn't been seen since, and thus, SCHOOL is all but disbanded.

Kamachi could have done a lot more with SCHOOL.

Oh and no, she's weaker. Meming aside, she probably got less funding than Mikoto because while her power output can theoretically cause more destruction/one-shot Mikoto, it doesn't matter when she'd self destruct with it. Futhermore, She has very limited options compared to Mikoto. Beam spam and a shitty beam shield is not better for overall combat when compared to the fact that Mikoto has options like her spider sense, movement not being limited by just the ground, etc.

Case and point: Dark Matter Kakine is comparable to Accel despite the fact that Accel is much, much more destructive. Why? Because DM kakine is nearly fucking immortal and can win though attrition. Destructive power isn't everything. Another example would be that despite Mikoto's 5Over being much better at Railgun spam than her, Mikoto is still considered much better because she can do more than Railguning, liking hacking said 5Over and making it do shit for her.

Sure, but it was weighed down by it's abysmal first half and that took away from the quality of it. It doesn't matter how good it gets later, if it has a shitty hook it's bad writing. And honestly, more times than not thing don't "get better" anyway. If I had a nickle for every time someone told me some anime with boring/shit first couple episodes "gets better", and it doesn't at all... well, I'd have a lot of nickles.

The point is, the Sister arc, in my opinion, is stronger as a whole because it was interesting from start to finish. We already knew of Mikoto as a tsundere tomboy, and we got to see a more serious depth to her. It dealt with cloning, it showed off the strongest esper, the themes were solid. It's even presents a solid reason why Mikoto falls so hard for Touma, instead of just some bitch lusting after his D for no reason. I mean I love Itsuwa, but she's has much less depth comparatively. You can say it's due to lack of exposure, but honestly, Itsuwa is defined a lot by her interest in Touma, which she really doesn't have a reason for.

This may be a bit off topic, but I think that's the main reason why so many people on /a/ really like Mikoto/kamikoto at first, but then it eventually fizzles out. Because at first, Mikoto is really explored and she seems like more than just tsundere tomboy with electric powers. The sister arc makes her feel very human, which contrasts well because she's proped up as this superhuman level 5. We get to see that she still deals with a lot of the same problems all people have. Coupled with the fact that she has a good reason to fall for Touma, and it's no wonder the ship grew so popular compared to old ones like ToumaXKanzaki. But then all that development didn't really go anywhere and she goes back to being electric tsundere tomboy, but with a bit more dere. It pisses people off because it could have been so much more. And it doesn't help that she gets pushed into everything.

Anyway, just my thoughts.

You could say that Mikoto is treated as a more relevant Stiyl. He got some depth in OT1, but was reduced to comedy relief by OT10. It's just Kamachi's style to do that development first. The fact that Mikoto is getting this development later on in the story shows that he's planning something different for her.
