Almost all modern animation uses 3d models. The example I gave before of Attack on Titan is an example of the usual poor effort given to make it look morel like traditional animation or at least digitally drawn animation mimicking traditional animation.

Where as an anime like Little Witch Academia is clever enough and skillful enough to hide most the 3d models. The only time it really sticks out are some scenes of bookshelves.

They aren't exclusive to each other. For example 3d models are used in shit comic books a lot these days. They sell libraries of models too for that purpose. Some mangas do it too but it's rare compared to comics.

You take some assets and throw some photoshop filters over it. About 8mins and it passes as quality animation to retards like you. If you really want to get fancy you can actually draw like 20% of the background and use the assets to cover up the holes.
