Manga used to be in color until WWII. In post-war Japan, many children weren't eating properly due to their economy and infrastructure being in shambles. A large portion of Japanese developed color blindness and printing companies realized saw sales decline because people couldn't differentiate between the colors on the page and so they stopped reading manga. As a solution, publishers switched to black and white only and manga sales increased dramatically.
Even though color blindness due to malnutrition is a thing of the past, many publishers keep with this tradition, though you may notice that recently lots of publishers are sneaking in a few color pages here and there as a test to see if people are willing to break with the tradition of monochrome manga. There has actually been a surprising amount of pushback from purists, so the tradition of B&W manga continues.
