So, with Super retconning everything - It appears a being in Hell can now repent and earn access into Heaven. And judging by King Yemma's comments, it's a hassle to deal with individuals who won't repent, such as Frieza.
Outside of Hellspawn and afterlife employees, Frieza is the only one we've seen in hell for the duration of Super; and before RoF, he had been there for well over a decade, so what makes him different? What could make every other Dragon Ball Villain, with their lack of sanity and dedication to evil, who died on Earth repent but not Frieza? Even the Gods of other universes are now petrified of him - What makes Frieza so special in the cosmic spectrum? Even his father is not of this nature.

To be fair, it wasn't a retcon, as what we've seen in the DBZ anime was all filler. Unfortunately it's a complete contradiction, unless you read the manga or watched Kai, which didn't remove the Hell scene at the end of the Buu saga. Still there are questionable aspects. If the Hell that Frieza was sent to was for dying on Earth, then what happens when you die in space? Do you go to the Hell of the nearest planet?

Nope, it's explicitly told they reincarnate after repenting. It is a bad show but even then you still need to pay attention if you want to get things right.

Just because you haven't seen the other enemies in hell, doesn't mean they still aren't there. Cell may still not have repented. We only know for sure that Buu was reincarnated.
