What does the reduction of crime all over the world entail? Less innocents being harmed, a more fair society, a safer society, etc.
He may have killed thousands of criminals, but doing so would have saved millions of innocents. The result should be obvious.

No, while he had lofty ideals, they were full of holes and hypocritical exceptions.
If he had a true God complex, he should not have lowered his ideals in any form. He should not have accepted collateral damage of any format to those he knew were in anyways righteous. His complete willingness to kill all law enforcers who came after him is an evil and wrong stance considering his ideals. If he had true confidence in himself, he would've challenged the police, L, anybody, without the use of the Death Note. Instead he killed without remorse. Let others kill without remorse. And barely batted an eye when people who did not qualify for his judgment died due to their mistakes.
If he were truly noble, he would've only let through judgement on those who truly deserved it, not simply those who opposed his world view. Though maybe the two were the same to him.
