'Ruler' is not a class for people who held authority in life. It's a class for Heroic Spirits that, if summoned, would have no wish to the Grail and thus focus on overseeing the development of the War. A sort of 'immune system' if you will. Heroic Spirits like Nero and others, on the other hand, possess the skill 'Imperial Privilege', which lets them choose which class they want to be summoned into.

Trump is confirmed to be an Heroic Spirit, together with all the other Presidents of the USA. The thing is, they are so weak (even when summoned in America) that they're better off lending their powers and blessings to a single Servant who represents them. In the E Pluribus Unum Singularity, that someone is Edison.

Not using a Catalyst is usually a better approach than picking the Catalyst of a very strong Servant. Compatibility trumps many things in the context of an actual Grail War.

We get into some insanely underhanded crap to win even though he's all ready a goddamn powerhouse. Some truly deplorable scheming that would make the average Caster and Assassin retch in disgust. It would be cartoony if we weren't actually hurting people. But against my expectations, he starts teaching me how to be a better person because while he was an absolute hellion (metaphorical) bastard to have as an enemy, he was a dutiful son and a pretty great friend and king. Then he'd probably do something stupid like take an enormous Noble Phantasm attack from the real big villain meant for Karna (or a Servant who reminds him very much of Karna) because like I said, he was a pretty great friend and he always regretted how so many of his pals and brethren perished during his war.
