And? Kirie is still developing, but she has shown more feelings and actual signs of love than the other two during their mid-development stages. Kirie is easy to turn into a weak little girl when she gets teased and corner or when Touta head pats her enough. She has been calling him incompetent for so long it's stuck and now a thing she does, which after everything they have gone through together, is obviously used affectionately and not seriously.

Hindsight now makes it clear that Chisame was never meant for romance. She's a tsundere to the extent of deep caring and worrying through a weak troublesome reluctance, but with sincerity. That is her way of expressing her feelings. Ken kept it sorta vague by having others tease Chisame and her tsun antics are played straight to give it that moe factor. Plain and simple.
