The hash only applies to the info sections of a torrent file though, which don't include tracker information, and the tracker lists are often different, which surprises me since I'd expect them to scrape each other and add any extra trackers.

In any case, I'd expect the sites to scrape each other's trackers, but they don't, and I'd also expect the sites to check if a torrent is in the DHT swarm. We can say for certain that at least pantsu doesn't do this, because even though it's got seeds, pantsu thinks it doesn't.
