The idea of Saber's character is that she was literally too perfect. She always did the right thing. If the morality of a situation trumped the law, she'd go with her morals, and if the law trumped the morality of the situation, she'd go with the law, and if neither was the best answer she'd use her overwhelming charisma and combat skills to find an ideal solution.

This is what makes the character of Saber an interesting take on the legend of King Arthur. Humans are flawed creatures, and so react to a perfect ideal person in a variety of unfortunate ways. This is why Iskander is able to take her apart at the banquet of kings, because in his view kingship was all about being an example to live up to, and Arturia was an example that NOBODY could ever live up to no matter how hard they tried. As noble as the knights of Camelot were that inability to live up to her is what broke them and doomed Utopia.

And the most ironic and tragic thing is that it always broke them while they were acting with the most noble intent, not out of jealousy or hatred for Arthur. Gawain broke keeping Lancelot from Camlann trying to do the right thing for his king only to condemn his kingdom. Tristan broke by leaving the court because Arthur didn't understand people, hoping his departure would change things but only deepening the problems he saw. Lancelot broke because his attempts to atone for his mistakes weren't permitted and he was literally too noble to accept forgiveness. Mordred broke because she tried to be as perfect as her father but could only ever be a hollow echo, and couldn't accept that when told even from the person she idealized so she set out not to get revenge on Arthur, but to prove she could be what Arthur said she couldn't be. The list goes on.

Of course, Saber has her "say," in the river when she uses Excalibur to illustrate the virtues of her path of Kingship the same way Iskander used the Hetairoi, but that's another story.
