Your argument is about efficiency. But nations don't care about efficency if it means losing food production. If you had to buy your food overseas, you would get massive shocks if your exchange rate changes. Sure it might have been cheaper to buy your food from another nation, but if the exchange rate doubled then you would not have time to restart local farms that no longer existed. You NEED food production that you can control, in your borders.
