Because it took a formula that was proven (Captain Tsubasa), added even flashier moves, and made many more characters that are memorable.

In Captain Tsubasa, nobody cares about any other character except Tsubasa, Wakabayashi and Koujiro. Maybe Misaki. While IE (at least in the original trilogy) has a crapton of awesome characters. Even the female characters are likeable.
