Couldn't understand his plan, what was the point of playing the good and bad guy's rules? How is this going to make the country / city under his conrol?

I like that they didn't make him a purely bad guy, but honestly his actions badly align with his motivations which makes him a pretty unsatisfactory villain. His planning was decent though, with the double personas and plan to kill all of the witches though.
He started up a group to teach the country's mages magic as their leader with a secret identity, then became a state sorcery who intended to get rid of the "bad witches" he gathered and he had a contract with them as their leader that would kill them if they tried to attack him so they would have all died.
