I think this is a definite possibility. The Eldians and Marleyans seem to be overwhelmingly European, have access to 1700s-early 1900s tech, but at the same time they are based in southern africa. Maybe in this world, the Boers of South Africa discovered the technology/power of the titans, then used it to commit genocide on a massive scale, against the native africans (who don't exist in the show) and the british colonizers (who again, don't exist, everyone has continental european names). Germany also had a colony very close to south africa, called namibia, so the large number of german names would also make sense.

Wrong. When the southern states were forced back into the US, they were given stripped down barebones constitutions which deprived them of the ability to govern effectively. This was intentional, to ensure inability to reconstruct a rebellious military force.
