That's certainly true. But it is also true that he intentionally live on a tiny island. We saw in one incidence when he packed up his house and moved to another larger island, so he is clearing living on islands intentionally. If he wanted he could have lived somewhere populated where there are actually women around.

So with Kame he just know he is suppose to avoid women because of his lifestyle, doing a bad job of it, but still struggles with his urges. He wants to be a hermit away from other people, but he also is horny. There is really no way he can deal with both.

Goku is not a "bad guy", quite the contrary, BUT he's highly responsible and tends to get egoistical.
That's one of the things with super, at the end of DB, Goku had matured and become way more responsible and adult. He becomes highly immature again with Super.
