I gave up completely on Rito's development. If there was any will to turn this series into something more than Yabuki's artbook, something would've happened in Darkness. The driving force behind the sequel and the whole harem plan was Rito's indecisiveness, therefore the actual conflict was an internal one, about what path he should choose. Therefore by all means the harem plotline of Darkness should be centered around Rito, with heavy focus on his thoughts, desires, love, lust and changes in his character, leading to him making a choice at the end of the series. TLRD is a definite proof that there never was any intention to move beyond faggot MC having ecchi accidents. If we get the third series, it will be exactly the same shit.

First, he didn't affirm he wants both. Or, to be precise, he loves both, but still refuses to accept Lala's proposal and date both at the same time. Therefore nothing has changed since the beginning of TLRD.
Second, there is entire spectrum of behaviors between "run away from tits" and "fuck all girls in all holes". The change should be gradual, starting at adamant refusal and slowly shifting towards acceptance. The series could easily explore Rito's conflict by showing slowly growing desire, as his rejection of girls' temptation becomes weaker, lust starts to surface and a harem becomes more and more of a viable option in his mind.
It would work perfectly together with his kind nature and attachment to earthling customs, exactly because he wouldn't just go "yeah, lets fuck already". While he would gradually become more composed around naked girls, he wouldn't just jump on them. While he would have more and more lewd thoughts and become more and more conscious of girls' cuteness, his morals would allow him to restrain himself. As the series would enter the late midgame, he could start switching from herbivore to predator - just for mere moment, only to regain composure and apologize. He could've actually kissed Lala. He could've pushed down Momo for a second. As for the romance, he could start having some budding feelings for other girls, which would further validate the harem.

But we see none of that. We don't see any kind of inner struggle, we don't see Rito's thoughts, we don't see him being tempted. He just keeps being a fence sitter when it comes to Haruna and Lala and rejects everything else. As a result, he pretty much has nothing to do with the harem plan, he's still stuck in the love triangle form the original series.

We've already discussed this. In the prior 5 chapters before the final 3, Rito kept sliding into the Harem Plan, even dreaming about becoming Harem King five chapters from the end. We keep seeing Rito's thoughts through TLRD. We keep seeing him struggling about dicking or not dicking. That's the entire point of them even saying that him tripping all over women is his subconscious trying to get his dick wet with pussy juice.

Yes, Haruna failed to oppose Lala's proposal. Which didn't result in them dating or Rito making any sort of decision. I'm sorry, but for 7 years worth of manga, this kind of development is laughable.
Saying that Rito accepts things "slowly" is quite an understatement. It would be more precise to say he's doing it at the pace of continental drift.
Same with him "sliding into the Harem Plan". He wasn't doing it out of desire, he was feeling guilty. He didn't start to WANT harem, Nemesis pretty much told him he has to take responsibility and he being a nice guy bought that crap.
And if you are saying that we're seeing Rito's thoughts, then you must be joking. His classmate was about to have sex with him and he didn't bat a fucking eye. If you're satisfied with his little "muh Haruna, muh Lala, fuck harem" moments, then I guess we have nothing to talk about, because our standards of exploring the character are completely different.
