The restriction presumably powers up both the physical strength of the chain and its ability to enforce zetsu, otherwise any troupe member would be able to break out of it, even if it only powered up one or the other. Without the restriction it can only hold people with the strength of a regular chain (pretty much any hunter should be strong enough to break that) and its ability to enforce zetsu would be based on relative nen strength to Kurapika (which would probably be pretty high, but again most hunters can break a chain based on muscle strength alone).

So basically it would be worse than a real chain enhanced by nen, the restriction is the only thing making it useful

Kurapika has drawbacks, he's probably not suited for drawn out combat or fighting skilled groups of people, he has a lot of powerful Hatsu but it probably drains him to use it constantly and Kurapike really is only suited for one on one fights, his most powerful Hatsu is locked to a very specific group of people and it only really works if he fights them one at a time and lets be honest, most nen users worth their salt aren't gonna let a blade or needle from an unknown nen user pierce them, he's powerful but we've never seen him take on someone thats powerful but also not apart of the Phantom Troupe, hopefully we see him fight someone here and gauge how strong he is compared to everyone else

Most insane displays of strength we've seen are either by enchaners, or people who are already made out to be already above your average hunter, remeber Hisoka's scoring in the election seemed to have a pretty low average. There's also nothing to suggest the stength of the chains without the restriction, or how long they'd take to fully enforce zetsu.
