I actually looked at the terms and rules and the answer is no, they will reject works that appear to be in the 'draft' stage. The rules appear to be quite strict, at least in theory.

In Italy One Piece is like the best selling manga from what I've seen around and France is in a similar boat as far as I can tell so I don't really see how that's true for Europe.
