They're all technically a piece of Elq, but all technically have their own self, desires, and memories after becoming fairies.
In the LN it's described that Elq has the largest portion of her remaining soul still, while the other half that was broken down further becomes the fairies. She still has some connection to them, in that she can see and experience what the fairies do in her "dreams", thus she knows about Kutori, and her attachment to Willem. She also knows about their exploitation as self destructing atom bombs by the military, but at first she enjoyed these because their fleeting fighting lives were similar in nature to Regal Brave Leila's, who she admired greatly.
