We know from Vlad's case that we can affect their powers to an extent. That means with enough people believing, we can turn any heroic spirit into a pussy who can't do shit when summoned. You just have to make that perception go viral on the internet or something. To get enough people thinking that way.

Not entirely. There are limits to how far it can go. In places where their legend is strong, they will be noticeably more powerful, while if they're in a place where their legend is weak, they'll be weaker. However, it would be EXTREMELY difficult to alter a legend to the point where, for example, King Arthur did not wield Excalibur. You could summon a different form of their legend, so Arturia with Rhongomyniad as Lancer, but actually changing the legend isn't really going to happen. The Throne of Heroes exists outside of time, once you're in, you're in.

Gilgamesh doesn't count even then, because he's the genesis of all Heroic Spirits, the oldest of them. So even without the same "fame boost" they get he's still retardedly powerful, from memory Shirou says as much to Rin in either the Fate or UBW routes.

Where are you seeing the raws? They haven't been publicly released, as far as I know. At any rate - the manga has likely been on hiatus. The novels took a year off because of Nasu, so it wouldn't be too surprising if the mangaka was also made to take that hiatus. But, again: where are you getting/seeing these raws?
