He's always made of rubber. He can't make or control rubber. That's why his stretching has limits and used to make him shrink.

He's always rubbers and immune to blunt strikes. Sometimes he'll get hurt by attacks doing damages to the inside of the body (like Dials or CP9's attacks), which is an asspull but doesn't mean he's suddenly not rubber anymore.
