The problem that I think you face is that ASL is not all sign language. Apparently, there's tons of different sign languages across the world, and they are all completely mutually unintelligible. If there's a Japanese sign language, you might ought to check that out to see if you can find anything.

After reading Ranma I also assumed it was a "surprised" reaction but in Murcielago the MC just randomly does it.
